The Struggle for Regional and Rural Development in the World is yet another publication of an economic and social nature by the renowned Professor Pedro Sisnando Leite. It results from study travels to several countries around the world during the second half of the twentieth century. Through his developmental view, the author analyzes the behavior of more advanced countries as well as regions in the process of industrialization, such as: Australia, Canada, United States, France, Great Britain, Israel, Italy, and Japan, in addition to Scandinavia and the European Union. For each of those places, he reports on regional and rural development, showing the actions aimed at reducing the economic gaps among regions and between the rural and urban environments. The objective of this study is to make it possible to use these experiences for the Northeast of Brazil by taking into account the positive lessons and limitations in the transfer process through the region’s own characteristics. Even though the regional gaps have been seen historically as a normal stage within the development process, actions have been taken to reduce the gaps in social indicators such as education and health, in order to subsequently achieve a more equitable distribution of income.
The author focuses on rural development with the implementation of policies that promote a substantial increase in the productivity of land and labor so that the evolution of agriculture occurs simultaneously with the industrial and services sectors. Overcoming the backwardness of the Northeast in relation to the other Brazilian regions must take into account the historical, cultural, social, economical, international and political factors, as well as the inappropriate allocation of resources that are characteristic of the region. Certainly his work will contribute towards subsidizing the elaboration of policies and programs aimed at the process of regional development, especially in the Northeast of Brazil, through the observation of successes and errors verified in more-advanced societies.
